Scope and Contents
The letters, though relatively few in number, shed light on a wide range of issues. Among the most interesting are letters that make reference to the short-lived Federation of the West Indies. Among the papers is a site plan of the Government Offices and proposed Legislative Council for the island of Dominica, dated August 1961.

Biographical / Historical
Frank Dowdy, an Economist by profession, worked with the Caribbean Commission 1953-59, and in the Economic Planning Division of the Prime Minister's Office. His service in this department (1959-1964) included involvement with the Federal government. He also lectured in Economics for the Extra Mural Department of U.W.I.
